One is a blanket or more general and the other is specific to their country or State. There is a concept known as ‘perfecting a claim’ which means in essence filing or posting a public notice of claim in a way that is recognized in the jurisdiction you are in. Do some research and find out what is the proper or accepted procedure for making a legal notice in your country.
