R: First it is a notification of a change in Status and a claim of right over the use of the capitalized name. Second it gives anyone an “opportunity to cure the fault”. That is if they have an interest in the Capitalized to come forth with their objections or fprever give up that right having had ample opportunity to do so.  The term for it is, “To Perfect a Claim”. It is always a good idea to check with the local authorities to determine what they accept as a proper public notice or perfected claim and do likewise.
