A: No, it is one and the same in the sense it refers in
one case to a physical location and in the other a
fictitious one superimposed over the same physical
location if that makes any sense. Some people use
"near" rather "in care of". In any case the attempt is
to make a disassociation of the address with the
physical man - the same purpose is achieved by the
word "non-domestic" in my humble opinion.
